PennDOT Announces Online Plans Display for Route 2014 (Harney Road) Superstructure Replacement Project in Germany and Mount Joy Townships, Adams County

Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) Engineering District 8-0 invites the public to an online plan display regarding a superstructure replacement project on Route 2014 (Harney Road) over Alloway Creek in Germany and Mount Joy townships, Adams County. The purpose of this project is to replace the existing, deteriorating bridge superstructure, repair the existing substructures, and provide continued safe and efficient access on Route 2014 over Alloway Creek.

The existing two-span steel I-beam bridge was built in 1954.

The proposed replacement superstructure consists of steel I-beams with a lightweight concrete bridge deck and bridge barrier supported by the existing full-height concrete abutments and pier. Substructure work includes repairs to the existing concrete abutments and pier and reconstructed beam seats and tops of wingwalls. Additional work includes placing rock scour protection at the abutments and pier, reconstructing the pavement along the roadway tie-ins, and installing guide rail. The pavement beyond the full-depth reconstruction limits will be milled and overlaid. The replacement superstructure will be slightly widened to provide two 11-foot travel lanes and 2-foot shoulders.

This section of Harney Road has an average daily traffic volume of 1,082 vehicles per day.

The bridge will be closed for approximately 8 months to all traffic during construction. The proposed detour is approximately 6.4 miles in length and utilizes Route 2029 (Hoffman Home Road), Route 2012 (Fish and Game Road), and Route 194 (Frederick Pike). Access to all driveways within the project limits will be maintained during construction. Overhead utilities are present at the site and utility relocations will be necessary to accommodate construction.

The project is currently in design, construction work is anticipated to begin in Spring 2026 and last approximately 8 months.

The purpose of the plans display is to introduce the project and receive public input regarding any questions or concerns with the project.
