Overview​​

This superstructure replacement project is located along SR 2014 (Harney Road) over Alloway Creek in Germany and Mount Joy Townships, Adams County. The purpose of this project is to replace the existing, deteriorating bridge superstructure, repair the existing substructures, and provide continued safe and efficient access on SR 2014 over Alloway Creek.

 The existing structure was built in 1954 and is a two-span steel I-beam bridge supported on full-height concrete abutments and pier at a 75-degree skew. Each span is approximately 37'-5" measured center-center of bearings.

 The proposed replacement superstructure consists of steel I-beams with a lightweight concrete bridge deck and PA Type 10M bridge barrier supported by the existing full-height concrete abutments and pier. Substructure work includes repairs to the existing concrete abutments and pier and reconstructed beam seats and tops of wingwalls. Additional work includes placing rock scour protection at the abutments and pier, reconstructing the pavement along the roadway tie-ins, and installing MASH-compliant guide rail. The pavement beyond the full-depth reconstruction limits will be mill and overlaid. The replacement superstructure will be slightly widened to provide two 11'-0" travel lanes and 2'-0" shoulders.

 This section of Harney Road has an average daily traffic volume of 1,082 vpd.

 The bridge will be closed for approximately 8 months to all traffic during construction. The proposed detour is approximately 6.4 miles in length and utilizes SR 2029 (Hoffman Home Road), SR 2012 (Fish and Game Road), and SR 194 (Frederick Pike). Access to all driveways within the project limits will be maintained during construction. Overhead utilities are present at the site and utility relocations will be necessary to accommodate construction.

 The project is currently in design, construction work is anticipated to begin in Spring 2026 and last approximately 8 months.
