95 New Transportation Improvement Projects Will Begin in North Central PA in 2024

Montoursville, PA – Pennsylvania Department of Transportation (PennDOT) Engineering District 3 today highlighted the 95 projects anticipated to start during the 2024 construction season, and 53 projects will continue 2024 in the nine-county region. These investments support the Shapiro administration's vision of a safe and reliable transportation network that connects people to opportunity and each other.

“A well-maintained, sustainable transportation system is key to the economic vitality of the state and our country," said District 3 Executive Eric High. “Continued investment in our transportation system is an investment in our future."

The Department anticipates investing more than $165 million this year in the region spanning Bradford, Columbia, Lycoming, Montour, Northumberland, Snyder, Sullivan, Tioga, and Union counties. This investment includes rehabilitating, reconstructing, and resurfacing 157 miles of highways and working on 88 bridge projects.

Notable projects that will continue this year include:

  • The Central Susquehanna Valley Transportation (CSVT) project in Northumberland, Snyder, and Union counties, ($938 million).
  • Interstate 80 restoration project between Route 3013 (Mexico Road) and Route 54 in Liberty and Valley townships, Montour County, ($53 million).
  • Route 199 reconstruction from Satterlee Street to the New York state line in Athens and Sayre boroughs, Bradford County, ($16.4 million).
  • Route 339 resurfacing and widening of 2.1 miles between Smith Hollow Road and the Nescopeck Borough line, Columbia County, ($11.5 million).
  • Route 220 bridge improvement project of six bridges (two over Antlers Lane, two over Ramp A to West Fourth Street and two over the SEDA-COG railroad tracts) in the City of Williamsport, Lycoming County, ($17.9 million).
  • Route 2014 bridge replacement over Bennetts Run and an intersection improvement project on Route 2045 (Fairfield Road) including installation of permanent traffic signals at three intersections on Fairfield Road, Fairfield Township, Lycoming County, ($7.8 million).
  • Route 54 resurfacing and slope repairs between the Montour County line to Boyd Station in Riverside Borough and Rush Township, Northumberland County, ($2.2 million).

Notable projects that are expected to begin this year by county include:
 
Bradford County

  • Route 14 bridge replacement over a tributary to South Creek in South Creek Township, Bradford County, ($1.3 million).
  • Route 14 bridge replacement over a tributary to South Creek in Columbia Township, Bradford County, ($1.1 million).
  • Route 3002 (Overton Road) soil slide repair and replacement of culvert in Albany Township and New Albany Borough, Bradford County, ($14.3 million).

Columbia County

  • Route 11 bridge preservation over Fishing Creek in Montour Township and the Town of Bloomsburg, Columbia County, ($1.5 million).
  • Interstate 80 mill and resurface of 6.8 miles of the eastbound lanes between just west of the Montour County line and the Fishing Creek Bridge approach in Hemlock Township, Columbia County, ($11.1 million).
  • Interstate 80 embankment repair and stream restoration in Scott and Mount Pleasant townships, Columbia County, ($4.7 million)
    • This project is being funded with Federal Promoting Resilient Operations for Transformative, Efficient, and Cost-saving Transportation (PROTECT) program monies from the Bipartisan Infrastructure Legislation.
  • Route 1020 bridge deck rehabilitation project over Fishing Creek and intersection improvements at the intersection of Route 487 and Route 1022 (Zaners Bridge Road) in Fishing Creek Township, Columbia County, ($1.9 million).
  • Route 4049 (Elk Grove Road) bridge rehabilitation over the West Branch of Fishing Creek in Sugarloaf Township, Columbia County, ($2.8 million).

Lycoming County

  • Route 15 mill and resurface of 1.5 miles between Route 184 and Route 284 in Cogan House and Jackson townships, Lycoming County, ($1.5 million).
  • Route 44 (Main Street) bridge replacement over Lawshe Run in Jersey Shore Borough. This project includes the mill and resurface of 1 mile of Route 44 (North Main Street) between Route 3028 (Allegheny Street) and Route 220, and mill and resurface of 0.5 mile of Route 3003 (South Main Street) between Nelson Street and Route 44; and bridge preservation of the bridges over Route 220 and the bridge over the West Branch Susquehanna River in Jersey Shore Borough and Porter Township, Lycoming County. ($4.9 million). 
  • Route 44 embankment stabilization between Torbet Lane and Tombs Run in Watson Township, Lycoming County, ($11.8 million)
    • This project is being funded with Federal Promoting Resilient Operations for Transformative, Efficient, and Cost-saving Transportation (PROTECT) program monies from the Bipartisan Infrastructure Legislation.
  • Route 87 embankment repair of a soil slide near Route 973 in Loyalsockville, Upper Fairfield Township, Lycoming County, ($1.1 million)
  • Route 220 mill and resurface of 5.6 miles between Water Street in Picture Rocks Borough and Steele Lane in Shrewsbury and Penn townships. Work on this project includes safety enhancements along 0.7 mile of roadway between Barto Hollow Road and Deer Lake Road in Shrewsbury Township, Lycoming County, ($6.4 million)
  • Route 220 mill and resurface of 4.1 miles of the southbound lanes between Pine Creek and Route 287 in Porter and Piatt townships, Lycoming County, ($3.2 million)
  • Route 4001 (Little Pine Creek Road) bridge rehabilitation over Little Pine Creek in Pine Township, Lycoming County, ($10.8 million).

Montour County

  • Route 54 safety improvement project along the Route 54 corridor near Route 642 west (Liberty Valley Road) and Route 642 east (Jerseytown Road) in Valley and Mahoning townships and the replacement of the bridge that carries Route 54 over Mahoning Creek in Valley Township, Montour County, ($25.5 million).
  • Route 54 bridge replacement over Stoney Brook in Derry Township and the mill and resurface of 5.6 miles of Route 54 between Route 254 in Derry Township and Route 3008 (Valley Road) in Valley Township and 0.6 mile of Route 54 between Valley Road and the Roadside Rest Area in Valley Township, Montour County, ($8 million).

Northumberland County

  • Route 54 (Market Street) bridge replacement over an unnamed tributary to the Shamokin Creek in Ralpho Township, Northumberland County, ($2.3 million).
  • Route 4004 (Mile Post Road) bridge replacement over an unnamed tributary to the North Branch Susquehanna River in Upper Augusta Township, Northumberland County, ($2.2 million).

Snyder County

  • Route 522 bridge replacement over Mitchell Run in Spring Township in Snyder County, ($1.6 million).

Sullivan County

  • Route 487 bridge replacement over Birch Creek in Cherry Township, Sullivan County, ($3.1 million).

Tioga County

  • Route 6 bridge replacement over an unnamed tributary to North Elk Run in Richmond Township, Tioga County, ($4.2 million).
  • Route 6 bridge preservation over the Tioga River; mill and resurface of 0.5 mile of Route 6 between the Tioga River and Swan Street and 3.8 miles of Route 2005 (Main Street) between Decker Street and Main Street in Mansfield Borough and Richmond Township, Tioga County, ($7.2 million).
  • Route 414 drainage, reconstruction, and resurfacing of Route 414 in Liberty Borough.
    • Route 414 (Water Street/Blockhouse Road) between just north of Shaffer Road and south of Route 414 in 2024.
    • Route 414 (High Street) between North Penn-Liberty High School and Route 2005 (Blockhouse Road) in 2025.

Work includes the mill and resurface of Route 2007 (Williamson Trail) in Liberty Township and Liberty Borough, Tioga County, ($6.2 million).

The Central Susquehanna Valley Transportation (CSVT) project continues to progress, which will address safety and congestion concerns on the Route 11/15 corridor in Northumberland, Snyder, and Union counties. The project is divided into Northern and Southern sections.

The CSVT Northern Section opened to traffic in July 2022, and updated traffic counts performed in October of 2023 found that the CSVT River Bridge is carrying roughly 16,000 vehicles per day, including 3,800 trucks. These latest counts show that more motorists are using the new bridge in October of 2023 than in October of 2022, when initial counts found roughly 12,000 vehicle per day, including 3,100 trucks were using the new River Bridge.

The CSVT Southern Section involves the construction of roughly 6 miles of new four-lane, limited access highway connecting Route 15 south of Winfield to Routes 11/15 north of Selinsgrove within Monroe Township and Shamokin Dam Borough, Snyder County. It will include an interchange/connector to Route 61 (the Veterans Memorial Bridge) that leads to the City of Sunbury in Northumberland County.   

The first contract was awarded to Trumbull Corporation of Pittsburgh for $115.2 million in the spring of 2022. The contract includes earthwork, drainage structures, erosion and sediment control facilities, construction of the new bridge to carry Sunbury Road over the CSVT highway, and improvements on existing local roads to accommodate the CSVT highway. Work began in the summer of 2022 and is anticipated to be completed by 2025.   

The second contract was awarded to Walsh Construction Company II, LLC of Chicago, Illinois, for $106.4 million in the fall of 2023. The contract includes nine new bridges. Seven of the bridges will carry the CSVT highway over Mill Road, Attig Road, Park Road, Stetler Avenue, Eleventh Avenue, the Route 61 Connector, and Grangers Road. The remaining two bridges will carry the Cortland Drive Connector over the Route 61 Connector and the Route 61 Connector over ramps connecting to Routes 11/15. Work will begin in 2024 and is anticipated to be completed by 2026.  

Additionally, four noise barrier walls are included in the contract. In Monroe Township, one noise barrier wall will be built near Park Road, Fisher Road, and Villa Lane along the CSVT northbound lanes, and another will be built near Mark Drive and Shawna Lane along the CSVT southbound lanes. In Shamokin Dam Borough, noise barrier walls will be built adjacent to both the Weatherfield neighborhood and the Orchards Hills neighborhood. An additional noise barrier wall will be constructed under the next contract, in Monroe Township near South Old Trail along the CSVT southbound lanes. 

Final design work is ongoing to develop plans for the third contract, which will involve paving the new highway and constructing its interchanges. Bids for that contract are anticipated by early 2026. The Southern Section is anticipated to be opened to traffic in 2027. 

Total preconstruction and construction costs based on year-of-expenditure for the CSVT overall is $938 million. 

As construction projects are underway in the region, the traveling public can anticipate seeing many work zones and are urged to keep in mind their safety and the safety of highway workers. When encountering a work zone, please drive the posted speed limit, turn on your headlights, pay close attention to signs and flaggers, and avoid all distractions.
