​Project Overview​

The Pennsylvania Department of Transportation (PennDOT) invites the public to a Public Meeting with Plans Display regarding the Route 3020 Section D50 Culvert Replacement Project in South Canaan Township, Wayne County. The Route 3020 Section D50 project involves improvements to the crossing of Route 3020 (Lake Quinn Road) over an unnamed tributary to Lake Quinn in South Canaan Township, Wayne County.  The project proposes to replace the existing concrete slab bridge with a new precast reinforced concrete box culvert. The existing bridge is experiencing deterioration on the deck and both abutments. The new culvert has been designed to improve the hydraulic performance of the original culvert and maintain the existing floodplains so as not to adversely affect adjacent property owners.  Roadway improvements associated with the project include full depth pavement reconstruction in the vicinity of the culvert, providing lane and shoulder widths meeting current design criteria.  New guide rail and pavement markings that will be provided throughout the project limits.  Aerial utility relocations will be required to accommodate the proposed construction. 

Wetland restoration will be required to restore wetland areas temporarily disturbed during construction.  As part of the environmental restrictions, no tree cutting will be allowed from May 15 through August 15 to accommodate spring staging and fall swarming habitat of the northern long-eared bat.

The in-person public display meeting for the project will take place on:

The public comment period is from July 24, 2024 – August 21, 2024. The plans display will be held online and will be available from July 24, 2024 – August 21, 2024. 

The purpose of the plans display is to introduce the project, display and describe the planned traffic control, and receive public input regarding questions or concerns with the project.

The project documents can be made available in alternative languages or formats if requested. Traffic Control

The project is expected to be built under a 2.6-mile detour, using Route 3022 (Jubinsky Road), Route 296 (Easton Turnpike), and Route 3018 (Cortez Road).  The detour will be in place for approximately 3-4 months to complete construction for this project.

Directions for the detour are given below:

Coming from Cortez Road

  • At the intersection of Route 3018 (Cortez Road) and Route 3020 (Lake Quinn Road), continue straight (east) on Route 3018 (Cortez Road) for 0.4 miles.
  • Turn left at the stop sign intersection of Route 3018 (Cortez Road) and Route 296 (Easton Turnpike).
  • Continue north on Route 0296 (Easton Turnpike) for 1 mile to the intersection of Route 296 (Easton Turnpike) and Route 3022 (Jubinsky Road).
  • Turn left onto Route 3022 (Jubinsky Road).
  • Continue west on Route 3022 (Jubinsky Road) for 1.2 miles to the intersection of Route 3022 (Jubinsky Road) and Route 3020 (Lake Quinn Road).

Coming from Jubinsky Road

  • At the intersection of Route 3022 (Jubinsky Road) and Route 3020 (Lake Quinn Road), continue straight (east) on Route 3022 (Jubinsky Road) for 1.2 miles.
  • At the intersection of Route 3022 (Jubinsky Road) and Route 296 (Easton Turnpike) turn right.
  • Continue south on Route 296 (Easton Turnpike) for 1 mile.
  • At the intersection of Route 296 (Easton Turnpike) and Route 3018 (Cortez Road) turn right.
  • Continue west on Route 3018 (Cortez Road) for 0.4 miles to the intersection of Route 3018 (Cortez Road) and Route 3020 (Lake Quinn Road).
