Deputy Secretary for Planning
Kristin Mulkerin
Kristin Mulkerin was named Deputy Secretary for Planning on December 16, 2023.
Kristin started with PennDOT in 1999 as a High School Co-op and continued working as a college intern. In 2004 after earning a Bachelor of Science degree in Finance from Pennsylvania State University, Kristin accepted her first permanent position as an Administrative Officer 1.
Throughout Kristin’s career, she has held various transportation planning roles where she has worked closely with Metropolitan and Rural Planning Organizations in Pennsylvania. For over 10 years it was her responsibility to manage PennDOT’s Statewide Programs, including the Interstate Management Program. More recently she was responsible for the Transportation Program Development Division that works closely with Pennsylvania’s Planning Partners to collaboratively develop and manage the Statewide Transportation Improvement Program.
Kristin previously served as the Strategic Planning and Finance Director in the Office of Planning, and oversaw the development and implementation of programs and policies that maximize and expand funding for transportation investments in the commonwealth.
