The City of Wilkes-Barre, in conjunction with the Pennsylvania Department of Transportation (PennDOT) Engineering District 4-0 and the Federal Highway Administration (FHWA), has made copies of the Route 7304, Section BRG (North Washington Street over the Luzerne and Susquehanna Railroad Bridge Replacement Project) Environmental Assessment (EA) available for review. The EA is prepared for those projects for which the significance of impacts is not yet clearly known, and more analysis is necessary to determine whether impacts are significant. The EA has been prepared in accordance with 23 CFR 771, and the National Environmental Policy Act.​

The EA considered replacement of the existing single span thru-girder bridge structure to address  the structural deficiencies of the bridge and to restore the public's access over the Luzerne and Susquehanna Railroad within the City of Wilkes-Barre. The proposed replacement structure is a prestressed adjacent box beam bridge. Additional work propos​ed includes tie-ins with the existing roadway at both approaches, curbs, drainage and utility improvements, driveway/alley tie-ins, and sidewalk replacement.
