Projec​t Overview

The Pennsylvania Department of Transportation (PennDOT) invites the public to an in-person and virtual online plans display for the Route 3016 (Tank Road) Slope and Pavement Repair Project in Black Creek Township, Luzerne County.

The Route 3016 (Tank Road) Slope and Pavement Repair is located approximately 6.1 miles west of PA Route 93 and 3.9 miles north of Rock Glen.

The purpose of this project is to address the deteriorating Route 3016 (Tank Road) pavement and slope between the roadway and Nescopeck Creek. The existing roadway is currently reduced to a single lane controlled by stop signs due to the pavement reduction. The project will include soil nailing stabilization of the existing slope from the toe of slope immediately adjacent to the stream to Route 3016 (Tank Road). The upper portion of the slope will be reconstructed using a Geosynthetic Reinforced Slope (GRS) to support the roadway. Route 3016 (Tank Road) pavement will be rebuilt adjacent to the slope repair area to restore two lanes of traffic onto the corridor. Guide rail replacement and stormwater improvements are also proposed.

The project is expected to be let in March 2026.  The roadway is expected to be closed for 6 months during construction. A 4.8 mile detour will be posted during construction using T-340 (Cedar Head Road), T-314 (Tower Road), and T-370 (Tower Road).

Public Meeting and Plans Display

Public plans display and project presentation will take place at:

The purpose of the public meeting and virtual online plans display is to introduce the project, display and describe the traffic maintenance during construction, and receive public input regarding any questions or concerns with the project. The online virtual plans display will be available online from August 13, 2024, to September 13, 2024.   It is also an opportunity for the public to review and comment on the project's potential effect upon Cultural Resources pursuant to the Advisory Council on Historic Preservation's 36 CFR Part 800 regulations implementing Section 106 of the National Historic Preservation Act.

From intersection of Route 3016 (Tank Road) with Cedar Head Road south of project area - head West on Cedar Head Road (T-340) for 0.84 miles. Turn right at intersection with Golf Course Road (T-306) to remain on Cedar Head Road (T-340). Continue for 0.73 miles west on Cedar Head Road (T-340) to intersection with Tower Road (T-314). Turn right onto Tower Road (T-314) and proceed north for 3.22 miles. Once at the intersection of Tower Road (T-373) and Tank Road (Route 3016) the detour ends.

From intersection of Route 3016 (Tank Road) with T-373 (Tower Road) northwest of project area - head South on Tower Road (T-373) for 3.22 miles. Once at intersection of Tower Road (T-314) and Cedar Head Road (T-340) turn left. Continue east on Cedar Head Road (T-340) for 0.73 miles to intersection with Golf Course Road (T-306). Turn left at intersection to stay on Cedar Head Road (T-340) for 0.84 miles. Once at intersection of Cedar Head Road (T-340) and Tank Road (Route 3016) the detour ends.​​
