Freedom Road Upgrade Project
Project Overview
The project includes the relocation of Freedom Road (SR 2004), construction of a box culvert and relocation of tributary to Crows Run, replacement of a box culvert carrying Wolf Run, construction of a roundabout at the intersection of Route 989 and Freedom Road, paving signing, pavement markings, guiderail, highway lighting and other miscellaneous construction.
Currently aerial utility relocation continues starting from the Route 989 intersection and working West along Freedom Road. Utility relocation will continue through the summer to November of 2022. Preparatory clearing and grubbing operations are also being performed as well as new drainage installation. Physical roadwork construction will begin in the Spring of 2022. The focus for early part of the year is the Route 989 roundabout. This will require closures and detours of sections of Route 989 as well as Freedom Road. Detour signs will be posted for each respective detour. A thru traffic detour of Freedom Road will be long term and various sections of Freedom Road between Route 65 and Route 989 will be open to local traffic only. Timeline of the Freedom Crider Road Project
- 50 years+: Concepts were identified for an east-west project.

1980s-1990s: The "Crows Run Project" advanced. The initial concept was to build an expressway; alternative studies were completed, and an upgrade alternative was proposed.

2000-2002: The Freedom Crider Road Safety Project was constructed in New Sewickley Township.

2002: The Crows Run Environmental Impact Statement (EIS) was rescinded, and the project was terminated.

2003: Freedom Road Upgrade project design began and included Sections A, B, and C.

2008: Due to funding shortfall, the project was put on hold.

2014: Act 89 fully funded the Freedom Road Upgrade project. Design and right-of-way activities resumed.

2016: SR 2004 B08 – First Section of Freedom Road Reconstruction began

2019: SR 2004, B08 – First Section of Freedom Road Reconstruction physical work was completed.
