Indiana, PA – The Pennsylvania Department of Transportation (PennDOT) is highlighting regional projects anticipated to start or continue this year in its five-county District 10 region, which includes Armstrong, Butler, Clarion, Indiana, and Jefferson counties. Governor Shapiro's commitment to delivering safe highways and bridges across the Commonwealth, remains a top priority. These investments support the Shapiro administration's vision of a safe and reliable transportation network that connects Pennsylvanians to greater opportunity.

Governor Shapiro's 2023-24 budget secured $125 million to fully leverage federal Bipartisan Infrastructure Law (BIL) investments and improve Pennsylvania's roads and bridges. The investment is made possible by decoupling Pennsylvania State Police funding from the Motor License Fund and is the first year of the Governor's four-year proposal to invest an additional $1.25 billion in the state's infrastructure. Statewide in 2023, 684 bridges went out for bid to be repaired, replaced, or preserved and 7,011 roadway miles were improved by department or partner crews.

In District 10, 23 bridges were repaired or replaced and approximately 992 miles of paving or roadway maintenance occurred.

“We are pleased to highlight some of our upcoming projects and grateful for the federal funds available to us through the BIL," District 10 Executive Brian Allen said.  “The investment allows us to continue moving projects forward and gives us additional resources to make travel easier and safer."  

Notable ongoing projects continuing into 2024 include:.

Armstrong County

• Safety improvement project on Route 28/66 (Goheenville Dip) in Pine Township including roadway realignment, bridge replacements, continuing a truck climbing lane, and adding turning lanes at intersecting roads. $16.6 million. Anticipated completion in fall 2024. 
• Bridge replacement project for Poverty Hill Bridge in Rayburn Township. $3.4 million. Anticipated completion in summer 2024.
• Realignment and reconstruction of Route 422 near the intersection of Margaret Road and Cherry Run Road.  The project also includes construction of a new bridge to carry Route 422 over Route 2005 in Plumcreek Township and a new concrete box culvert. $26 million. Anticipated completion in summer 2025.
  

Butler County

• Replacement of the Portersville Bridge carrying East Portersville Road over I-79 northbound and southbound in Muddy Creek Township. $6.3 million. Anticipated completion in summer 2024.
• Widening, drainage, and intersection improvements including adding turn lanes and new traffic signals on Freedom Road between the Beaver County Line to Haine School Road in Cranberry Township. $18.5 million. Anticipated completion in fall 2025.
• Realignment project for Balls Bend in Middlesex Township with an added travel lane in each direction and a center turn lane. It also includes constructing four new structures, realigned local road connections, jug handles and a new signalized intersection at Route 228 and Parks Road. $26.5 million. Anticipated completion in January 2025.
• Safety enhancement project on the Route 68 Corridor in Butler and Connoquenessing Townships including a signal replacement, the installation of turn lanes, and corridor improvements to reduce congestion from Stevenson Road to the intersection of Meridian Road/Benbrook Road. $18.7 million. Anticipated completion in fall 2025.
• Safety improvement project on Three Degree Road in Adams and Middlesex Townships that includes adding through and turn lanes, new service roads, new jug handles, drainage, guiderail updates, signal enhancements, sidewalks, ADA ramps, and two roundabouts. $55.8 million. Anticipated completion in November 2026.

 Indiana County

• Bridge replacement project for the structures carrying Marsh Run under Wayne Avenue and Carter Avenue in White Township and Indiana Borough with concrete box culverts. The project also includes resurfacing, pavement patching, minor drainage, installing ADA curb ramps, and pedestrian signal upgrades. $11.9 million. Anticipated completion in fall 2024.

 Notable projects that have begun or are beginning this year include:

Armstrong County

• Resurfacing along Route 66 in Gilpin, Bethel, and Manor Townships near Crooked Creek.  It includes milling, patching, and minor drainage work, from the intersection of Jack Road north to Huston Road.  Anticipated completion in fall 2024.
• Resurfacing of Route 422 to include milling, minor drainage, joint repair and paving from the Butler County line to the East Franklin Township line in West Franklin and East Franklin Townships and Worthington Borough. Also included is ramp patching and repaving at the interchange associated with Routes 268 and 422, including preventative maintenance work on the bridge carrying Route 268 over Route 422 and maintenance work on the bridge carrying Route 422 over Route 4005 in Muddy Creek Township. Anticipated completion in fall 2024.
• Resurfacing of secondary routes in various cities/boroughs/townships. Anticipated completion in fall 2024.

 Butler County

• Patching of the existing four-lane section of the Route 422 Butler By-Pass which also includes updating drainage and guide rail, replacing the concrete median barrier, and bridge preservation work in Butler, Franklin and Connoquenessing Townships from the Duffy Road overpass to Whipporwill Road.  Also included is preventative maintenance paving of the ramps between Route 356 and Route 422 and the rehabilitation of the existing structure carrying Lions Road over Route 422 eastbound and westbound in Butler Township. $9.1 million.  Anticipated completion in fall 2024.
• Safety Improvement Project along Franklin Road (Route 3021) in Cranberry Township that includes shoulder widening, installation of rumble strips, and sight distance improvements from the intersection of Route 228 north to approximately Peters Road.  $19.2 million.  Anticipated completion in fall 2027.
• Bridge replacement project along Routes 3014 and 3015 in Callery Borough and Adams Township that includes the replacement of two bridges and other miscellaneous construction. Work on the first structure will begin in 2024 along Kline Avenue (Route 3014) near the Mars Evans City Road Intersection.  Work on the second structure will begin in 2025 on Mars Evans City Road (State Route 3015) near the intersection with Kline Road. $4.5 million.  Anticipated completion date is fall 2025.
• Landslide correction project along Meridian Road (Route 3007) in Penn Township between Railroad Street to approximately Smith Road.  $700,000.  Anticipated completion in summer 2024.

Clarion County

• Resurfacing along Route 322 to include milling, patching, drainage and guide rail upgrades and other miscellaneous construction in Clarion Township and Corsica Borough from the intersection of Route 1011 east to the Clarion/Jefferson County line. $2.1 million.  Anticipated completion in summer 2024.
• Bridge replacement of the existing bridge carrying Cherry Run Road (Route 2009) over Cherry Run in Toby Township with a box culvert.  $800,000.  Anticipated completion in winter 2024.
• Resurfacing of Route 66 in Porter, Redbank, and Limestone Townships to include milling, patching, and minor drainage and guiderail upgrades between Leisure Road and Olean Trail Road.  $2.5 million.  Anticipated completion in summer 2024.
• Bridge preservation work for the Clarion River Bridge on I-80 in Monroe and Paint Townships.  Work includes resealing joints, replacing seals and down spouting, concrete repair, and other miscellaneous construction.  $5.1 million.  Anticipated completion in fall 2024.

 Indiana County

• Replacement of the existing bridge carrying Route 403 over a tributary to Pine Run with a new concrete box culvert in Marion Center Borough.  $1.4 million.  Anticipated Completion in winter 2024.
• A landslide correction project at various locations along Park Road (Route 3025) in Young Township from the intersection with Route 286 north to the intersection with Route 3029.  Anticipated completion in spring 2026.
• Safety improvements at the intersection of Indian Springs Road (Route 422) and Rustic Lodge Road (Route 3033) in White Township.  Utility relocation work is scheduled in 2024 in advance of other improvements that will begin in 2025.  $4.3 million.  Anticipated completion is fall 2026.
• Replacement of the bridge carrying South 6^th Street (Route 954) over Yellow Creek in White, Center, and Brush Valley Townships.  Utility relocation work is scheduled in 2024 in advance of the replacement of existing bridge in 2025.  $2.9 million.  Anticipated completion in fall 2025.

 Jefferson County

• Resurfacing along Route 322 to include milling, patching, drainage and guide rail upgrades and other miscellaneous construction in Pine Creek and Winslow Townships and Reynoldsville Borough from between Hatten Road to Route 950.  $6.1 million.  Anticipated completion in fall 2024.
• Replacement of the Baxter Bridge carrying Mount Pleasant Road (Route 3033) over Redbank Creek in Clover Township.  This project will start at the intersection with Route 28 and end on the east side of the Baxter Bridge.  $4.8 million.  Anticipated completion in fall 2025.
• Safety improvement project at the intersection of Route 219 and Route 28 in Brockway Borough to include milling, patching, and other miscellaneous construction from Oak Street to the intersection of Route 28 and Route 219.  The project also includes placement of a traffic signal as well as improvements to the sidewalk and drainage updates.  $3.1 million.  Anticipated completion date in fall 2024.

 When encountering a work zone, please drive the posted speed limit, turn on your headlights, pay close attention to signs and flaggers and avoid all distractions. In high traffic locations, motorists are encouraged to use both lanes of travel to the merge point and are to take turns merging into the open lane.
