TSMO Organization
Organizationally, most TSMO Program efforts are led by the PennDOT's Highway Safety and Traffic Operations (HSTO) Division within the Highway Administration deputate. The HSTO TSMO staff focus on advancing the planning, management, operations, and performance aspects of the TSMO Program.
The two sections within HSTO with primary responsibility for administering the TSMO program within Pennsylvania are the TSMO Operations and Performance Section and the TSMO Arterials and Planning Section.

TSMO and safety are inherently linked, as illustrated in PennDOT's TSMO Vision: move people and goods, from Point A to Point B, as efficiently, safely, and reliably as possible. As a result, the TSMO sections identified above work closely with the safety section within HSTO. Learn more about safety at PennDOT.
