Construction Specifications

The construction specifications for PennDOT projects, outlined in PUB 408, are available electronically on the Forms, Pubs & Maps section of the website.

Standard Special Provisions

Standard special provisions are maintained electronically in ECMS; PennDOT does not maintain a hardcopy format. A current listing of all standard special provisions, by index, may be found in the ECMS website by clicking on "Construction Projects" then "Resources" and "Special Provisions."

A current listing of all master construction items may also be found in the EMCS website referenced above. Click on "Construction Projects" and select "Resources" then select "Master Items."
