Ken Shimko

Ken has worked for the Department for a total of 31 ½ years at various levels. He has been District 12's Structural Control Engineer since July 2014. Prior to his SCE position, Ken worked in District 12 Maintenance as the Bridge Maintenance Engineer for 6 years.

Prior to working in maintenance, Ken worked for 15 years in the Quality Assurance Division of the former Bureau of Construction & Materials as a QA Engineer working in Districts 10, 11 and 12. Ken started his career at PennDOT in the old MTD Lab (BOCM) as a Materials Technician, working in the various lab areas testing materials used in road and bridge construction.

In addition to his current SCE duties, Ken is also the construction A.C.E. for the SR 711-10A Group Bridge Project, the SR 30-30R, Expansion Dam project (SR 30 over T-Pike 66, Greensburg) and the SR 653-01M Bridge Project-multi-span, near Normalville. Ken has managed other bridge projects in the past including the Derry Bridge project, a $10 million 5 span bridge and the Layton Bridge Preservation contract of 2023.

Ken holds an Associate of Science Degree in Mechanical Engineering Technology from Penn State University and a Bachelor of Science Degree in Mechanical Engineering Technology from Gannon University in Erie. Ken is a licensed Professional Engineer in Civil Engineering in Pennsylvania and is a certified NBIS Bridge Inspector. Ken is a past President of the Southwest Penn Section of ASHE (Association of State Highway Engineers).

In his spare time, Ken enjoys biking, weight training, gardening, reading and driving his 2020 Mustang GT.

Conner Park

Conner is originally from DuBois, PA and moved to the Harrisburg area in the fall of 2016. In May of 2016, he earned a degree in Civil Engineering from the Pennsylvania State University. Conner interned in the private sector while in school and upon graduating was hired as a Civil Engineer Trainee with District 8-0. Upon completion of the program in October 2017, he was assigned to the Structure Control Unit, received his PE license in the spring of 2021, and is currently the Structure Control Engineer. Conner has been a part of numerous structure projects across District 8-0 as well as the District-Wide Bridge Maintenance Contract. Conner lives in Mechanicsburg with his Wife, Daughter, and two dogs. Conner enjoys hunting, fishing, and playing on the District softball team.

Jim Foringer

James Foringer, P.E., joined Michael Baker International as a Project Manager-Major Projects in their Pittsburgh, Pennsylvania Office in 2020. In this role, he provides technical leadership to Construction Services and act as a mentor to others while leading major complex projects and identifying new client opportunities and engagement in the Greater Pittsburgh Area and across the Company. James served 35 years with the Pennsylvania Department of Transportation where he served as the District Executive for Engineering District 1 for 2 yrs. and previously as the Assistant District Executive for Construction in Engineering District 11 for 12 years. James brings in intimate knowledge of how DOTs function having started as a Civil Engineer Trainee and working his way up thru the ranks to an executive leadership position. With his 33 yrs. of Construction Management knowledge and experience that includes oversight of 800 projects with a $4 billion contract value he brings a unique skill set of team building, partnering and facilitation with a solid technical foundation of Project Delivery. He is known as a Champion of eConstuction and developed a nationwide reputation while serving as a Vice Chair of the Integrated Construction Technologies Subcommittee of the AASHTO Committee on Construction and participation in Every Day Counts 3 and 4 eConstruction Workshops and Peer Exchanges where we became a mentor to many DOTs to assist them with their efforts.

James earned a Bachelor of Science degree in Civil Engineering from the University of Pittsburgh in Pittsburgh, Pennsylvania. James is a lifetime member of the American Society of Highway Engineers and a member of the Engineers' Society of Western Pennsylvania. In 2016 he was recognized by ESWP as the Engineer of the Year.

Joe Clemson

Joseph Clemson, P.E., PMP, is a recognized leader in CPM Scheduling and in fairly managing contractual responsibilities. He is a licensed Civil Engineer and certified Project Management Professional (PMP) with more than 36 years of practical experience in highway and building construction. He has been providing Construction Management Services to PennDOT for 30 years and specializing in Scheduling for the last 20 years. Joe has reviewed and analyzed schedules; performed constructability reviews; developed pre-bid schedules; evaluated and managed claims and provided expert witness services for clients in Pennsylvania, Maryland, New Jersey, Kentucky, Indiana, Colorado, and Texas, which provides him with a broad base of experience. Joe has worked on a broad range of projects up to $300 million. His knowledge and experience allow him to "pick his battles" well.

Joe's professional experience includes positions in cost control and scheduling, project superintendence, and project engineering with a consistent ENR Top 5 contractor, which allows him to see the Contactor's point of view. He brings his experience as a Construction Engineer, his comprehension of contract responsibilities as a Project Manager, and his field experience as an Inspector to CPM scheduling, which he also studied extensively at the Pennsylvania State University.

Joe was an Instructor for the Time Extensions and Claims portions of PennDOT's Advanced Construction Management Course from 2007-2015. He has also prepared and given presentations for PDW; Winter Schools in Districts 2, 5, 6 and 8; ASHE Region 3 Scheduling Seminar; and Penn State Harrisburg.

Joe's knowledge as an instructor and experience with claims allows him to recognize, analyze, and mitigate potential claims. His schedule monitoring and analysis have been key in successfully defending PennDOT against multi-million-dollar delay claims.

Daryl St. Clair

Daryl St. Clair, P.E., is the special Assistant to the Deputy Secretary for Highway Administration, PennDOT, and a graduate of the University of Pittsburgh at Johnstown. His 25 years of vast work experience include: environmental consulting, working in PennDOT Districts 6, 8, 9, and 10, and the former Bureau of Design. Daryl was also Acting Director of both the Bureau of Maintenance and Operations and Bureau of Highway Safety and Traffic Engineering. Daryl has worked for seven Deputy Secretaries and has been working in the executive office since 2015 recently taking on an Employee Safety and Workforce Development leadership role.

Daryl's key skills include having working relationships with agency and industry partners, stormwater management, building IT solutions, and being an advocate for diversity. Some of Daryl's accomplishments include leading a team that established the original Automated Red Light Running Enforcement regulation, the establishment of 511PA, creating the Highway Occupancy Permit Drainage policy that encourages developers to maintain stormwater on site, creation of a MS4 Credit sharing program, and creation of the Mentor Protégé Program.

Daryl is an avid triathlete and runner who has competed in two Triathlon World Championships. He has run the Boston Marathon. His personal best mile is 4:24 and has 54 career race wins recently winning the Escape the Cape Triathlon in Cape May, NJ, and Hazleton Triathlons. Daryl is a licensed volunteer assistant girls travel soccer coach and licensed travel soccer referee. Daryl maintains his own YouTube channel called the St. Clair Channel, which features koi, race events, travel, and how to videos.

Joe Wieseckel

Joseph Wieseckel, P.E., brings over 16 years of expertise to his role as Assistant Construction Engineer in District 11-0 at PennDOT. Holding a Bachelor's Degree in Civil Engineering Technology from the University of Pittsburgh at Johnstown, Joseph recently completed overseeing the FAM rehabilitation of Allegheny County's Roberto Clemente Bridge, the last of the iconic sister bridges connecting Pittsburgh's north shore to downtown. Notably, these bridges are the first self-anchored suspension bridges constructed in the U.S., making them unique worldwide.

A standout moment in Joseph's career occurred in 2007 when he was hired by District 11-0 as the first Constructability Review Manager for PennDOT statewide. His pioneering efforts in refining the constructability process have led to significant improvements, expanding to include three positions within District 11. Joseph is currently leading the Constructability Review Unit while piloting Autodesk Construction Cloud and has received recognition for his contributions, including the 2014 Star of Excellence Award from District 11. Mike Deiter

Mike Deiter is the Principal Assistant Construction Executive at PennDOT's District 8-0, where he has dedicated 24 years of service. Holding a degree in Mechanical Engineering Technology from Penn State University, Mike is currently involved in overseeing the I-83 East Shore Section 3 project in Dauphin County. Kelly Barber

Kelly Barber, P.E., is the Division Chief of the Engineering Automation and Services Division (EASD) within the Pennsylvania Department of Transportation. Kelly has over 20 years of experience with the Department and has held multiple positions throughout her career with the Department progressing from Design Project Delivery work to Project Schedules, Specification and Constructabilty to her current position in EASD within the Bureau of Construction and Materials. Kelly is the lead for the Department's Augmented Reality, Unmanned Aircraft Systems including construction analytics, e-Ticketing and Design Collaboration efforts. John Myler

John Myler is an Assistant Construction Manager (ACM) in PennDOT's District 11 (Pittsburgh). John has over 23 years of construction experience and has been with the Department for the last 18 years. During his time with PennDOT, he has served as the Inspector In Charge (IIC) on numerous high priority construction projects in the Pittsburgh area and in 2014 was promoted to ACM. John has also served as a business lead in the Department's Mobile Construction Initiative from its on set in 2013. He works directly with the Mobile Development Team in the development of numerous iPad applications for construction inspectors. John earned his B.S. in Civil Engineering from the Pennsylvania State University in 1999. He is an Engineer-In-Training with 2 years and 8 months of experience with PennDOT. Bret lives outside of Kittanning in Armstrong County and is a graduate of The Pennsylvania State University with a Bachelor of Science Degree in Civil Engineering.

Outside of PennDOT, Bret is involved with his local YMCA as a lifeguard and as a coach and referee for the YMCA's youth basketball program for children three to ten years old. John Burnett

Autumn White

Autumn White's career began with the Department of Transportation in a permanent capacity in 2007 in the Construction Unit of District 1-0. Since 2018, Autumn has been a part of the BOO-MTLD Stormwater Section as the Western Regional EMS/MS4 Advisor. Projects include monitoring PennDOT's Compliance Management Program with the aid of CQAD statewide. In Districts 1, 10, 11, and 12, She assists Maintenance with SEMP audits. Her main focus is PUB 888 and everything related to SCM inventory and maintenance for these districts.

Autumn earned a bachelor's degree in Environment and Forest Biology in 2002 from the SUNY College of Environmental Science and Forestry. That is where she became obsessed with timbersports and began competing for fun. Bowling is a slightly cheaper hobby that occupies the winter months.

Rich Heineman

Rich Heineman is the Stormwater Section Chief in the Bureau of Operations for PennDOT. In that role Rich is responsible for the administration of the Departments statewide MS4 Permit, policy's regarding Stormwater Control Measures inspections and maintenance procedures and the Departments Stormwater Construction Compliance Management Program. Prior to his current role he was Strategic Environmental Management Program SectionChief in which he was responsible for policy and program management of Storage Tanks, Waste Management, Compliance Based Environmental Management System for Department Forces, Stormwater Maintenance activities and MS4. He has been employed with PennDOT since June of 2009 and has worked as an Asset and Performance Management Coordinator and Special Assistant to the Deputy Secretary for Highway Administration. He received a Bachelor of Science degree in civil engineering from Drexel University in 2009.

Terry Kohler

Terry Kohler graduated from Pennsylvania College of Technology in 1991 with an AS in Architectural Engineering. He started with PennDOT in November of 1995 as a TCI in District 8-0. In August of 2004 he was promoted to the position of TCM-1 in Construction Quality Assurance Section at the Bureau of Construction Materials. In May 2007 he was promoted to TCM-2 with Construction Quality Assurance Section. In November of 2021 he returned to District 8-0 as a TCM-3 becoming the ACM for Adams and Franklin Counties. He has been the Acting Principal Construction Manager for Adams, Franklin, and York Counties since April of 2023.

Charles Goodhart

On June 1, 2015, Charlie joined the Pennsylvania Asphalt Pavement Association (PAPA), the recognized and respected voice of the Pennsylvania asphalt pavement industry, as Executive Director. He has 40+ years of wide-ranging transportation experience working in a variety of positions with the Pennsylvania Department of Transportation including Director of Research, Chief of the Equipment Division, Lebanon County Maintenance Manager, Assistant District 8 Executive - Maintenance, and Director, Bureau of Maintenance and Operations, as an independent consultant, and as a Director in the Infrastructure Practice at KPMG. He is a graduate of Shippensburg University with both a BA in Geography-Earth Science and a MS in Public Administration.

Mary Robbins

Dr. Mary Robbins assumed the role of Director of Technical Services with the Pennsylvania Asphalt Pavement Association in 2022. She received her bachelor's degree in civil engineering from University of Toledo and had a brief stint with the Ohio Department of Transportation before obtaining master's and doctoral degrees from Auburn University. After completing her Ph.D., she joined the National Center for Asphalt Technology at Auburn University. Prior to joining to PAPA, she was a Research Engineer with the Ohio Research Institute for Transportation and the Environment (ORITE) at Ohio University. She has conducted research in characterization of pavement materials, pavement management, pavement preservation, perpetual pavement, and mechanistic-empirical pavement design and analysis. Dr. Robbins has authored several peer reviewed technical reports and journal articles related to asphalt pavements. She holds a P.E. in Ohio.

William Beaumariage

Bill is the Assistant District Executive for Construction at PennDOT Engineering District 12 where he and a team of 70 professionals are responsible for the administration of all the Department's construction activities in the four counties that make up District 12. Bill is a 1992 graduate of the Pennsylvania State University with a Bachelor of Science degree in Civil Engineering and holds a professional engineering license in the state of Pennsylvania. Deputy Secretary Michael Rebert

Michael W. Rebert, P.E., was named PennDOT's Acting Deputy Secretary for Highway Administration in April 2023 following an over 32-year career with PennDOT.

Since April 2008, he had been serving as the District Executive at PennDOT District 5 - which includes Schuylkill, Berks, Lehigh, Northampton, Carbon, and Monroe counties and employs a team of 900 staff who are responsible for the maintenance, design and construction of all state-maintained roads and bridges in the district.

Since starting with the department as an intern, Rebert has progressed through various positions in construction and maintenance. During that time, Rebert has been part of several significant roadway projects to improve access and safety for Pennsylvania drivers.

Rebert was born and raised in the Lehigh Valley and received his Bachelor of Science in Civil Engineering degree from Villanova University in 1990, and is a member of the American Society of Highway Engineers---East Penn Chapter.

He and his wife, Debra, reside in Lehigh County, where they have two children, Megan and Michael.

Vaughn Schlachter

Vaughn Schlachter, P.E., is a Deputy Program Manager - Construction who graduated from Kettering University in Flint, MI with a BS in Mechanical Engineering in December 2003. Vaughn started with PennDOT in July of 2005 as a TCI, and has held various Engineering positions in District 8, all within the Construction Unit.He became the ACE for York County in July 2015 and received his Professional Engineering license in December 2018.Vaughn most recently held the District 8 Construction Services Engineer position from August 2020 through January 2022, before going on special assignment to be the Major Bridge P3 Project Construction Lead for Central Office in February of last year.

Vaughn co-chaired the Management of Fill Transportation Quality Initiative (TQI) for PennDOT in 2022. He worked with Jeff Obrecht, P.G., (RK&K) and other representatives of several Pennsylvania organizations, including Associated Pennsylvania Constructors (APC), American Council of Engineering Companies of Pennsylvania (ACEC/PA), Pennsylvania Turnpike Commission (TPC), and the Department of Environmental Protection (DEP) to develop recommended best practices and specifications for managing clean, regulated, and contaminated fill, during the design and construction phases of projects.

Susan Hazelton, P.E., serves as the Assistant District Executive for Design at PennDOT Engineering District 4-0, boasting over 29 years of dedicated service to the organization. In 2014, Susan assumed her current role, where she oversees a team of 99 engineers, managers, and technical staff across various crucial areas including Survey, Planning and Programming, Right of Way, Consultant Management, Bridge, Plans design, and Bridge Inspection.

Eric Murnyack

Eric Murnyack, P.E., boasts over 20 years of dedicated service to PennDOT, currently serving as the Assistant District Executive for Design at PennDOT Engineering District 2-0. In 2023, he assumed this pivotal role, where he supervises a team of 104 engineers, managers, and technical staff across various crucial areas including roadway design, bridge design, bridge inspection, liaison, survey, utilities, right-of-way, contract management, environmental, and planning and programming.

Prior to his current assignment, Eric held several key positions within PennDOT, including District Portfolio Manager, Liaison PM-3, Contract Management Supervisor, and Civil Engineer Supervisor in Construction. A registered Professional Engineer in Pennsylvania, Eric earned his B.S. in Civil Engineering Technology from the Pennsylvania College of Technology.

Brad Brumbaugh

Brad Brumbaugh, P.E., currently serves as the Assistant District Executive for Construction at PennDOT Engineering District 9-0 and brings over 25 years of experience working for PennDOT. In 2012, he took on the role of Assistant District Executive - Construction in District 9. He oversees a team of 78 engineers, managers, and technical staff covering the areas of construction field inspection, materials, geotechnical, pavement design, structures control, and finals.

Prior to his current assignment, Brad spent 14 years as part of the District 9 Design Division, including engineering and management assignments in both the District Bridge and Roadway Design Units. Before coming to PennDOT, Brad spent three years in the consulting engineering industry.

Brad is a registered Professional Engineer in Pennsylvania and obtained his B.S. in Civil and Environmental Engineering from the Pennsylvania State University. Beyond his professional endeavors, Brad finds joy in his family life, being married with two daughters and two sons.

Michael Guidon

Mike Guidon, P.E., currently serves as the Assistant District Executive for Construction at PennDOT Engineering District 5-0, bringing over 13 years of invaluable experience to his role. In 2020, he assumed the position of Construction Support Services Engineer before advancing to Assistant District Executive for Construction in 2022. In his current capacity, Mike oversees a team of 76 engineers, managers, and technical staff responsible for construction field inspection, materials, structure control, and finals.

Prior to his role in District 5, Mike spent a decade as an Inspector-in-Charge managing various projects in the Lehigh Valley region, including the American Parkway Project, the Alburtus L. Meyers (8th Street) Bridge Rehabilitation, and SR22 Section 400 Lehigh River Bridge Replacement. A registered Professional Engineer in Pennsylvania, Mike earned his B.S. in Civil and Environmental Engineering from Pennsylvania State University in 2010.

Dan Gleason

Daniel Gleason currently holds the position of Interstate Assistant Construction Engineer in PennDOT's District 6.0, boasting 19 years of experience in the field. While he initially studied Electrical Engineering Technology at Temple University for two years, Daniel now leads significant projects on the 1-95 corridor, including GR4, BS1, BS2, BR2, and MB4, as well as projects on I-76 such as PBR, SKT, and SLP.

A notable highlight of Daniel's career is winning the project of the year award, in collaboration with PTC, for the D-20 project. Beyond his professional achievements, Daniel leads an active lifestyle, being an avid runner who has completed several marathons, 50ks, and even a 100-miler. Chad Mosco

Chad Mosco earned his Bachelor of Science in Civil Engineering from Penn State University. He has worked for PennDOT District 10 for 23 years and is presently Plans and Portfolio Engineer. Early in his career, he worked in the Traffic Unit, focusing on Safety and Signal Design. He then moved to Design, focusing on drainage design, E&SPC, PCSM, permitting, roadway design, and 3D modeling in InRoads. Later in his career, he accepted the role as in-house Project Manager, where he led the effort on 3 major reconstruction projects on US 422 in Armstrong County. In 2018, he rotated to Maintenance as Maintenance Program Engineer, focusing on Asset Management. He then was asked to rotate to Acting County Manager in Armstrong County. Chad was in that role for ½ a year and rotated back to Design as SR. Project Manager. During that time, he accepted the role as Project Manager for the SR 228 Three Degree Road and SR 3020 Freedom Road Projects. From his Project Manager role, Chad accepted the position of Plans and Portfolio Engineer for the District. Chad is currently registered as a Professional Engineer in the state of Pennsylvania.

Josh Kisling

Josh Kisling earned his Bachelor of Science in Civil Engineering from Geneva College. He was later afforded the opportunity to earn is Master of Business Administration from Geneva College by serving as an assistant coach for football team. He has worked for HDR for 23 years and is presently an Associate and Senior Project Manager for the company. Early in his career he focused on drainage design, E&SPC, PCSM, Permitting, roadway design, and 3D modeling in InRoads. Josh then served as the lead roadway engineer on many projects and eventually transitioned into Project Management. Bob Leonard

Bob Leonard is currently serving as the Transportation Unit Regional Manager for Erdman Anthony, responsible for bridge, highway and traffic engineering design across their Pennsylvania operations. He is a graduate of Penn State University, having earned his bachelor's Degree in Civil Engineering in 1986. Bob began his career as a highway engineer completing drainage design and traffic signal plans for the Newtown Bypass in Bucks County for PennDOT District 6-0. Since then, he has had the opportunity to work on numerous, high-impact projects including the Route 22/322 Lewistown Narrows project, Interstate 99 in State College, and multiple I-81 and I-83 projects in PennDOT District 8-0. Mike Szurley

Mike Szurley, P.E., is a Senior Bridge Project Manager in the Project Delivery Unit for PennDOT District 11-0. He has been with PennDOT since 2009 serving as a Civil Engineer Trainee, Civil Engineer-Bridge, Project Manager, and Senior Project Manager on a variety of bridge rehabilitation and replacement projects. Mike is responsible for overseeing both in-house design staff and consultant design projects that range in complexity from minor to complex. Bob Byrnes

Bob Byrnes, P.E., earned a Bachelor of Arts in Engineering from Saint Francis University and a Bachelor of Science in Civil and Environmental Engineering from The University of Pittsburgh. Kris Thompson

Kris Lammi Thompson, PennDOT District 5-0 Cultural Resources Specialist and Above-Ground Cultural Resources Group Leader, has thirty years of experience in historic preservation, archaeology, and public outreach in New England and the Mid-Atlantic. She graduated from Spring Garden College with an associate in architecture before deciding she preferred old buildings to new ones, finishing her Bachelors' degree in Historic Preservation from Roger Williams University and Masters' degree in Anthropology & Archaeology from the University of Connecticut. Brian Teles

Brian Teles, P.E., is the Eastern PA Transportation Manager at Gannett Fleming with 29 years of experience in designing, inspecting and managing transportation projects. Brian has managed a wide variety of bridge related projects including replacements, rehabilitations and preservation projects.

Brian graduated from Drexel University in 1994 with a Bachelor of Science in Civil Engineering. He is a licensed Professional Engineer in PA, DE and NJ.

Brian has managed several projects requiring intense public outreach to understand and address stakeholder concerns related to the project details, traffic, schedules and other stakeholder concerns. These projects generally included historic and/or trail related elements including the Penn Street Historic Bridge Rehabilitation in Berks County, Wannamaker Avenue Bridge Replacements and East Coast Greenway Trail in Delaware County and the Adaptive Re-Use of the Mount Carbon Bowstring Truss in Schuylkill County.

Dave Melville, of Stantec Consulting, has worked closely with PennDOT in the development and implementation of their ADA Policy. Jeff Bucher

Jeff Bucher, P.E., has 34 years of experience with PennDOT and is currently the Chief of the Highway Design & Technology Division in the Bureau of Design & Delivery. In this position he oversees the Project Development & Lettings Section, the Digital Delivery Section, the Pavement Design Unit, the Standards & Criteria Unit and the Specification Unit. Prior to his current position he was a Project Development Engineer in the same Division since 1997. He has also been the Statewide Roundabout Coordinator since 2010. As the Statewide Roundabout Coordinator, he is responsible for providing guidance to the Districts on the design of roundabouts and keeping them up to date on current national guidance and best practices in roundabout design. Andrew Gould

Andrew Gould manages safety and multimodal projects as a Transportation Engineer with Urban Engineers' with over 13 years of experience. Andrew's experience covers all aspects of project development and delivery, from scoping through PS&E and construction for minor to major complexity projects. Recently, Andrew has helped deliver eight roundabouts throughout the Commonwealth. Currently, Andrew is helping District 6-0's Safety Traffic Unit deliver their HSIP programs. Keith Johnson is a Senior Project Manager for Gannett Fleming. He has over 34 years' consulting and public-sector experience in the management of transportation planning, design and traffic engineering projects. Nick Vivian

Nicholas A. Vivian is the Hydrology and Hydraulics Section Manager in the Bureau of Design & Delivery, Environmental Policy and Development Division, for the Pennsylvania Department of Transportation (PennDOT), a position he has held since 2019. Mr. Vivian is responsible for formulating and implementing statewide engineering policies for all design and subjects related to Hydrology and Hydraulics. He directs a statewide program for quality assurance in the field of Hydrology and Hydraulics, among other responsibilities, including design and modeling, stormwater design and modeling, standards, scour countermeasure design for bridges, environmental permitting, and monitoring extreme weather events.

Mr. Vivian received a BS in Civil Engineering from the University of Pittsburgh at Johnstown in 2001. With over 6 years of experience in consulting and the last 17 years at the Department of Transportation, he is a licensed Professional Engineer.

Rich Heineman

Rich Heineman is the Stormwater Section Chief in the Bureau of Operations for PennDOT. In that role, Rich is responsible for the administration of the Department's statewide MS4 Permit, policies regarding Stormwater Control Measures inspections and maintenance procedures, and the Department's Stormwater Construction Compliance Management Program. Prior to his current role, he was the Strategic Environmental Management Program Section Chief, in which he was responsible for policy and program management of Storage Tanks, Waste Management, Compliance-Based Environmental Management System for Department Forces, Stormwater Maintenance activities, and MS4.
