Airport Licensing
Individuals interested in licensing a new airport or heliport should complete PA Form AV-4 and forward it along with a check for $50 to the department.
Airport licensing categories and criteria can be found in Chapter 471, Regulations Pertaining to Airport Rating and
Licensing. Individuals can contact the department's airport licensing personnel by calling (717) 705-1200.
New airport applications located within 5 miles of an existing airport must complete a public hearing in the township where development is proposed.
In no event shall the department license any airport within 2 miles of the boundary of an existing airport.
Private airport/heliport licenses are issued for three-year time periods, with a licensing fee of $25 per year ($75 for a three-year license).
